The festival was given an overarching theme for the first time in 1979: “Kunst und Öffentlichkeit” (Art and the Public Sphere); this was designated in the program as steirischer herbst’s own event. Richard Kriesche’s poster design linked dictionary entries of both terms with the word und written in capital letters. The program included the symposium Kunst und Öffentlichkeit and the documentary exhibition Street Art—Herausforderung an die moderne Stadtlandschaft? (A Challenge for the Modern Cityscape?), which both took place at the University of Graz.

The exhibition Kunst auf Kasse (Art Paid for by Health Insurance) was held at the Steiermärkische Gebietskrankenkasse (Styrian Health Insurance) (concept and implementation: Gazi Herzog), while Künstlerschaufenster (concept and implementation: Peter Pakesch and Peter Weibel; consulting and support: Horst Gerhard Haberl) involved display windows in the city center of Graz. The international roster of artists in this exhibition included Laurie Anderson, the Artist Placement Group, Bill Beckley, Colette, VALIE EXPORT with Heidulf Gerngross and Helmut Richter, Robert Filliou, Richard Kriesche, Bruce McLean, and Geza Metyko. It was created in cooperation with the Committee for New Public Relations for the Styrian Economy and the Styrian Chamber of Commerce. A Symposium on Photography—organized by Christine Frisinghelli and Manfred Willmann at the Forum Stadtpark—was also included in the program for this year.

The theater highlights of the year included the premieres of Was geschah nachdem Nora ihren Mann verlassen hatte (What Happened after Nora Left Her Husband) by Elfriede Jelinek, directed by Kurt Josef Schildknecht, and Aus der Fremde (From Abroad) by Ernst Jandl, directed by Rainer Hauer.
